This tutorial was written for those that have a working knowledge of PSP. SUPPLIES NEEDED PSP X2 (Any version will work) TUBE OF CHOICE I used Michael Landefeld's artwork that includes the car too and you can get a licence at CILM

Add a new layer and flood fill it with white
Set the foreground to black, go to your preshape tool and select the elipse, width 10 and hold down the shift key, draw a big circle and convert it to raster layer. Duplicate it and resize it at 85% bicubic. Merge both circle layers visible and grab your magic wand tool, select inside the circle not the middle one and go to foreground, find paper6 from Kristin's kit and change the scale to 30. Add a new layer and flood fill it.
Grab the magic wand tool again, select inside the middle of the circle, copy & paste paper1, invert - hit the delete key. Select none. I colorized mine using Hue - 152 & Saturation - 255 if you are using the same tube as mine.
Copy & paste frame1, resize it at 85% bicubic then grab the selection tool and draw around the middle of the frame and delete it. I colorized from pink to blue around the frame. Click inside the frame with the magic wand, modify - expand 4 then copy & paste paper37 from Tantrum's Speed Limit kit. Resize it at 65% smartsize and move it under the frame.
Copy & paste the ribbon from Kristin's kit, resize it at 80% smartsize and select the rectangle preshape, draw it around the pink part to hide it then merge down. We will be using this for animation later on.
Copy & paste the flags, resize it at 80% smartsize and sharpen it. Add dropshadow with the same settings as we did before with the circles. Duplicate it and move it under the paper37 that is under the frame. Click the top flags layer and erase the metal parts.
Copy & paste string2, resize it at 50% smartsize then sharpen it, colorize it with the same Hue & Saturation settings and add dropshadow with the same settings as before.
Click on the background layer, add a new layer and flood fill it with black. Find Becky's mask then delete and merge groups and duplicate it 3 times.
Copy & paste your tube of choice. Add your text and copyright info. Save it as .jpeg or .png if you don't want to animate it. I used the Eye Candy's Gradient Glow's fat settings of 3.00, 25 & 100 for white and medium with the same settings for black on my text.
Ready for animation. Merge visible the mask, circle, checkered floodfill, paper layer, bottom flag, paper37 layers. Then hide the merged layer, merge visible the tubes, top flag and the string. Then hide again the merged layer and unhide the first merged layer.
Click on the ribbon layer, copy & paste as new animation in Animation Shop. Go to Effects - Insert Text Effect and add your favourite drivers names from 1st to 3rd, use the Marquee effect and here is an example of my settings below. I used size 22 for my font. When you're done. Let's see how many frames of the animation you've made. Then go back to PSP and copy merged the first merged layer and paste into Animation Shop. Duplicate it 29 times or to the amount of frames of your animation. Copy and paste the animation into your tag and place it on top and bottom of the frame. Go back to PSP, hide the first merged layer and unhide the other merged layer, copy & paste into the Animation Shop but be careful when placing it because of the flags lol Go to Frame properties and change it to 15 or 20 or to your liking.
Wooohooo You're all done and save it as .gif.
