Sparkles of choice and I used the doodle from Kristin's Rebelicious scrapkit.

Eye Candy 4000 - Gradient Glow

Xero - Fritillary

I used FFF Urban, Romance Fatal Serif & LDJ Jilly Nilly fonts

Open the template & canvas size at 700x700

Delete the credits, raster 1 and sugar lips layers and we will resize it later

On the blue rect layer, Selections - Select All - Float - Defloat and add a new layer flood fill it with #e9849e then go to Effects - Xero Fritillary and use these settings shown below.

On the black frame layer, Selections - Select All - Float - Defloat and add a new layer, flood fill it with the same colour as before. Select None, go to Adjust - Add Noise - apply with these settings of Uniform, 50 and Monochrome checked. Go to Effects - Eye Candy4000 - Gradient Glow and apply with these settings shown below. Repeat this with the blue frame.

On the black rect layer, on the material properties change the foreground to #e9849e and background to #FFFFFF then change the background to gradient with the settings of Angle 36 and Repeats 3. Grab your magic tool and click inside the rectangle then add a new layer and flood fill it with the gradient fill. Keep it selected, open the tube and copy & paste as new layer then Selections - Invert and hit delete. Duplicate the tube, on the duplicate tube go to Adjust - Blur - Guassian Blur 3.00 and change the blend mode to soft light and on the original tube change the blend mode to luminance (l).

Grab your text tool, I used FFF Urban font, size 8 and anti-alias off (size 6 for PSP7-9) type in SUGAR LIPS and go to Effects - Mura Miester - Copies and use the settings of Tiling and Gap at 2 then on the rect layer - Selections - Select All - Float - Defloat - Invert and back on the text layer hit delete and change the blend mode to soft light. Copy & paste the sparkles as a new layer and resize it to your liking.

On the pink square, grab your magic wand tool and click inside the square, add a new layer and flood fill it with #e9849e then go to Effects - penta.com - Color Dot and apply with the settings shown below.

Open your tube, copy & paste as a new layer and duplicate it 3 times, on the top tube apply Guassian Blur same as before and change the blend mode to soft light. On the last tube and move it to under the frame, apply dropshadow with these settings of V & H both on 1, Opacity 4.00 and Blur 10.89. Click on the pink square layer, grab your magic wand and click inside the square - Selections - Invert and grab your eraser tool and erase the parts that is showing outside and under the frame. Select none.

Grab your text tool, I used Romance Fatal Serif font, size 72 and type in SUGAR LIPS, apply with the same noise, gradient glow and dropshadow as before but change the blur to 4.00 on Dropshadow setting.

On the lips layer, add a new layer and flood fill it with #e9849e, back on lips layer - Selections - Select All - Float - Defloat - Invert and back on the fill layer and hit delete. Select none, apply same noise, gradient glow and dropshadow as before.

Add your text, I used LDJ Jilly Nilly font and apply same noise, gradient glow and dropshadow as before.

On the bottom layer, copy & paste the doodle as a new layer and add a new layer, flood fill it with #e9849e or your colour of choice and back on the doodle layer - Selections - Select All - Float - Defloat - Invert and back on the fill layer hit delete. Select none and apply same noise.

Delete the original layers and hide the white background layer and merge visble, crop, resize and save it as .png file.
